Pursuant to the DOTR Department Order No. 2019-002 or Revised Order on Privatizing the Motor Vehicle Inspection Centers (MVICs) through Authorization and Memorandum Circular 2019-002 or Revised Guidelines for the Authorization of Private Motor Vehicle Inspection Centers (PMVICs), LTO Memorandum Circular MC-2020-2240 or Private Motor Vehicle Inspection Standards and IRR, LTO Memorandum Circular MC 2020-2241 or Operating Guideline for Private Motor Vehicle Inspection Centers, DOTR Memorandum Circular MC MC-SC-2021-02 or Implementation of Geographical Area of Responsibility (GAOR) for Renewal of Registration for Light Vehicles and Motorcycles, the main purpose and rationale of the project is to inspect all motor vehicle all over the country for its road worthiness and safety.
PMVIC is a spin off of project of Private Emission Testing Centers (PETCs). Private Motor Vehicle Inspection Center (PMVIC) System is a front and back-end system which processes, validates, and transmits inspection result to LTO as one of the requirements for motor vehicle registration; the same process with PETCs. The PMVIC system is a complex system composed of Queueing, Encoding, Cashier, back end and integration of machine test results listed below.
